Emery Potter is the town registrar.  Boss usually had no trouble telling Emery what to do, but Emery never knew that it would be something that would get in the way of the Dukes plans.  His purpose in life was to serve the county and he was proud of his job.  His only flaw was that he could be talked into anything.
