Cletus was Boss Hogg's second cousin twice removed, but even that little bit of Hogg blood made his number one goal toconvince Boss to give him a raise.  Cletus was left out of Boss's scams as much as Enos because Cletus didn't like dishonest things either.  If you ever got thrown in Hazzard jail, you better hope that Cletus is guarding it.  You could accidentally escape with him in charge.
